Remember that the less personal power a horse has, the more energy required to get another horse to move. A horse with strong personal power (watch Montaro and Cobra) can move another horse with much more subtlety.
Of course there is a full water trough nearby, but the herd prefers to make their own waterholes through the ice.
Notice that Posa gives up waiting her turn and goes off to paw through the snow and ice to create her own waterhole. Xadaa sniffs the water Posa has been drinking, but doesn’t like it and goes back to the waterhole Montaro created to wait for her chance.
